Municipal and School Board Election 2018



The next regular Municipal Election to elect a Mayor, Councillors and School Board Trustees will be held on Monday, October 22, 2018. The next term of Council begins on December 1, 2018 and concludes in 2022.



Bill 181, The Municipal Elections Modernization Act, 2016 came into effect June 9, 2016 and makes changes to the Municipal Elections Act, 1996 for the 2018 municipal election. Alternative Voting - 2018 Municipal Election



On April 18th, 2017 the Council for Horton Township adopted By-Law 2017-25 to authorize the alternative voting method of "Vote by Mail" for the Municipal Election to be held in 2018. (same voting method as the 2014 election) and the necessary agreements were signed with Data Fix to provide Vote By Mail Services.



Nomination Period



The nomination period will commence on Tuesday, May 1, 2018 and closes on Nomination Day, Friday, July 27, 2018.



To run for office, you must be an eligible elector in the City of Pembroke. This means that you must be:



• A Canadian Citizen;



• At least 18 years of age;



• Reside in the City, or be the owner or tenant of land in the City, or the



spouse of such owner or tenant; and



• Not prohibited from voting under any law.



The Association of Municipalities of Ontario (AMO) will be offering "So You Wish to Run for Council" a course geared to individuals who are planning to run for a seat on municipal Council. The course presents the challenges and opportunities candidates will face through the campaign and as sitting members of Council. This course will be offered mid to late February 2018.



More information related to the Municipal Election 2018 will be available closer to the opening of the Nomination period.



Third Party Advertisers



The Municipal Elections Act now includes requirements for Third Party Advertisers. Regulations will come into effect on April 1, 2018 for the 2018 Municipal Election. More information including forms and other relevant documents will be made available in early 2018. More information on Third Party Advertisers will be able on the Ministry of Municipal Affairs website. in early 2018.

ELECTION DAY is October 22nd, 2018

 

The Election will be conducted by Vote-By-Mail

 

**Voter Kits will be mailed out by DataFix on September 24, 2018**

 

ADVANCE VOTING

  No Advance Polls will be held, however, ballots can be returned to the Municipal Office at 2253 Johnston Road, Renfrew, ON  K7V 3Z8 up until 4:00 p.m. on October 19th, 2018

 

VOTE BY MAIL

The procedures for voting are set out in the Voter Instruction Sheet which comes in the Ballot Package.  Voters are encouraged to return their Return Ballot Package as soon as possible after receiving it to ensure its arrival and inclusion in the count.       

 

AT THE POLL

 *NOTE: We will have limited blank ballots available, voters are asked and encouraged to bring their Ballot Package that they have received in the mail.

Alternative Voting - 2018 Municipal Election

On April 18, 2017, Horton Township Council approved the use of Alternate Voting for the 2018 Municipal Elections.  Electors will be able to cast their vote by mail.  This is an accessible and convient method of voting.  Vote By Mail provides votes with flexibility and convenience, reduces wait times at the voting location, delivers accurate results.

Electors will receive their Vote By Mail Kit shortly after September 24th, 2018 and shall consist of:

  • Voting Instruction Sheet
  • Ballot and Ballot Secrecy Envelope
  • Voter Declaration Form
  • Outer Return Envelope (with prepaid postage)

For those electors who wish to participate in a more traditional voting method, the Township will also have a voting location at the Township Office, 2253 Johnston Road, Renfrew ON, dates and times will be identified in the Voting Instruction Sheet which will be mailed September 24th, 2018  Voters are requested to bring their Vote By Mail Kit with  with them or their government issued photo identification to the voting location.

For the time period from the mailing of the Voter packages to 8:00 p.m. on Voting day, the Municipal Office, located at 2253 Johnston Road, Renfrew, shall, during normal office hours, serve as the Advance Ballot Return Station if any Voter would like to drop theirs off in lieu of mailing it.

The Voting Day Ballot Return Station on October 22nd, 2018 will be located at the Municipal Office from 10:00 a.m. to 8:00 p.m.

The Township of Horton Municipal Elections in October will be convenient and accessible to all eligible voters.  Electors will be Voting By Mail for the 2018 Municipal Election.

Can I Vote??

You are an eligible voter in Horton Township’s 2018 Municipal Election if you: 

  • Are a Canadian citizen
  • Are 18 years of age or older
  • Reside in the Township of Horton or are the owner or tenant of land there, or the spouse of such owner or tenant;
  • Are not prohibited from voting by law

Eligible electors can only vote once.

Am I on the Voters' List??

The Voters’ List is a list of the eligible voters in the Township of Horton. The preliminary list is established by the Municipal Property Assessment Corporation (MPAC) through their records of both property owners and tenants. Once the Township of Horton receives this List, the revision period begins, where electors may add their name or make any necessary changes to the preliminary list.

In order to run for office in the Township of Horton, the individual must be: 

  • A Canadian citizen
  • At least 18 years of age 
  • A resident of the Township of Horton, or
  • An owner or tenant of land in the Township of Horton, or the spouse of the owner or tenant
  • Not legally prohibited from voting
  • Not disqualified by any legislation from holding office

Who is not eligible to be a council candidate?

Candidates must not be the following: 

  • A judge of any court
  • A member of Provincial Legislature, the Federal House of Commons or Senate who has not resigned from their office by the close of nominations
  • A candidate who failed to file the necessary financial statement in the last municipal election or by-election

Nomination 

Candidates must file nomination papers within dates and times outlined as the accepted Nomination period for 2018. The opening of Nomination is Tuesday, May 1, 2018 at 8:30 a.m. and the period closes on Friday, July 27, 2018 at 2 p.m. 

*Note- Nomination forms will be made available April, 2018

Candidates must not raise or spend money on their campaign until Nomination papers are filed successfully with the CAO/Clerk or Deputy ClerkThe nomination must be completed in full and filed in person by the candidate or an agent of the candidate and include: 

  1. Identification suitable to the CAO/Clerk or Deputy Clerk;
  2. Nomination Paper- Form 1;
  3. If applicable, in the case of a nomination on a council, be endorsed by at least 25 persons and be accompanied by a prescribed declaration by each of the persons endorsing the nomination; and 
  4. Application filing fee will apply.
